Mayor Van Minsel called the May 9, 2023 Regular Council Meeting to order at 6:00PM.

It was acknowledged that this meeting was held on the traditional territory of the Syilx/Okanagan People.

Planning Manager Lor Pellegrino presented Zoning Bylaw No. 2400 to rescind second reading and give second reading as amended.

    THAT Council give second reading to Zoning Bylaw No. 2400, as amended; and

Director of Finance Garry Filafilo presented the 2023 Parcel Tax Bylaws for adoption.

    FURTHER THAT Council authorize the Mayor and Chief Financial Officer to sign The Corporation of the District of Peachland December 31, 2022, Audited Financial Statements

Director of Operations Shawn Grundy presented the Ntityix Forestry Referral.

    THAT Council direct Administration to submit a response to Ntityix’s 2023 Information Sharing Package, based on the following report and comments from Council.

Director of Corporate Services Jennifer Sawatzky presented information on a donation to Peachland Fire & Rescue Service to be used for Training equipment.

    THAT Council accept the cash donation of $10,000 to Peachland Fire & Rescue Service, to be used for training equipment.

Mayor Van Minsel reviewed the Civic Awards evening and offered congratulations to all of the recipients. 

The District of Peachland has received a grant from the Jays Care Foundation Field of Dreams in the amount of  $37,985.00.  The grant will be used for Peachland's Turner Park.

Councillor Ingram declared a conflict of interest as he is involved in the Peachland HUB project and left the meeting at 6:28PM.

    THAT Council postpone the discussion regarding the allocation of the BC Government Growing Communities Fund Grant to the May 23, 2023 Regular Council Meeting.

    Councillor Ingram returned to the meeting at 6:29PM.


Councillor Condon presented the following motion to be discussed at the May 23, 2023 Regular Council Meeting:

"THAT Council direct Administration to examine the District of Peachland’s charges for water in order to create a better distribution of “cost to be on the system” and “cost of water used” but to remain revenue neutral and that the examination and recommendation be provided to Council no later than August 31, 2023 prior to the 2024 Budget process."
